A study by the Children’s Trust Fund and Michigan State University found that 30 percent of abused children have some type of language or cognitive impairment, and 14 percent exhibit self-harm. The combined cost of providing these treatment services, along with basic care such as food, clothes, shelter, education, medical services, recreational activities and toys, comes out to $220 a day per child placed in a residential treatment center. Additionally, the state’s 24-hour emergency shelters, which operate around the clock to accept children from law enforcement officials or Child Protective Services as soon as they are removed from a home, are severely underfunded. There just aren’t enough funds to keep the state’s residential treatment centers, emergency shelters and foster care providers healthy.
